Classified Ads Website Reqd.

I live on a small Mediterranean Island and would like to start a Classified Ads website. The need is for people to be able to post their own ads and photos, free up to a value of GBP100. Anything over this amount will be charged at 5% commission. Ideally, users will have a unique login to allow them to maintain their own advertisement.
